Does this device actually convert a composite signal into an s-video signal to be viewed as if it were an s-video source?

Yes it should be. A comb filter is what is required to separate the Luminance and Chrominance signals for S-video. The resolution adjustment knob is a bit strange though. You know this is for NTSC and not PAL though - and the power transformer will be 110v and not 230v I expect.

Yes and No, as described on the site it is a passive filter. To properly make S-video from composite requires active circuitry, active circuits require a power supply and this device is not powered. It will probably work but the end result will probably be the same as plugging in to a composite input in the first place if you have one. It is probably better suited if used to convert S-video to composite - which seems to be the main purpose.

No, I didn't notice it was NTSC/110V, an oversight by me, even though it is a US site I assume.
