I'm currently looking for a payment gateway that can send money to Paypal users, but isn't Paypal.

I know that this sounds very strange, but currently I'm doing some programming work for a Romanian company and Romania isn't allowed to use Paypal. We did a bank transfer for the first payment, although there are way too many fees involved in that between countries.

I need some payment system that can send to Paypal, if one exist. I figured that it wouldn't hurt to ask at the SPF.
