Similar to the shutdown/restart/hibernate/snooze when you click Start, Shutdown in windows........Allows you to safely shut the system down.

Unless you are talking about something else, that is it.

If the circle is what I think you're talking about, it's either the shutdown menu, like the post above says, or it sticks the window to all the desktops. What that means is that when you change your virtual desktop, it'll stay in the same place and not shift away like it would normally.
