Weird wireless problem

Weird problem with a laptop.
Thinkpad T30
Cisco MPI350 - Firmware 5.20, 5.41, & 5.60
Networkmanager 0.6.2

all the latest dist-upgrade packages. For some reason networkmanager does not appear to be setting keys properly. When I try to connect to a wep network, I get the normal enter key 1f40 popup, spinning, spinning, no green leds show up, disconnected. Same results on a unencrypted network. It just spins like it cant geta connection and then finally goes back to sleep. The logs just should the same repeating message:

Setting transmit key to 0
Setting transmit key to 1
Setting transmit key to 2
Setting transmit key to 3
Setting transmit key to 0

Over and over again in the logs. I suspect something is not handing off properly because i can actually pass just the wep key with iwconfig directly during the spinning and NM will finish the process and link up correctly. It kinda defeats the purpose of nm-applet if i have to select and network then pass the key via iwconfig manually to connect. Any ideas, suggestions, comments..
