Can you mimic javascript popup windows (ie: no scrollbar, toolbar etc) with CSS?
So you would link to a page with target=_blank and then have a stylesheet to determine the state of the new files window appearance...

Nope. CSS can't be used to fiddle with the 'chrome' elements on a browser window, you'd have to use JavaScript.
