Topic button doesnt display

hi... The 'post new topic' button on my site doesn't display, if you go to http://zacturner.com/forum and go in the "club penguin" page, there isn't anything there, and the "post new topic" button isn't there either. Please reply

It is there if you're not logged in, but when you log in it isn't there! I tried this with my admin and a normal account!

Please don't talk too professionally to me, after all, I'm only 12

I see "new topic" button in that forum...please you must check your permissions about that forum.

you can see it if your not logged in, but when you log in it isn't there. Plz help im only 11 years old!
