Can I somehow access this Laptop HD that has a password on it so I can format it. I have it in a external USB case.

That error isn't due to encryption. Windows has not initialized the disk. Right click on the portion that says "Disk 2 - Unknown - 18.63GB - Not initialized" and select "Initialize Disk"... then you can format it.
